The early Christians were not threatened only by the government, but by the opposition, sometimes violent, of public and individual adversaries. Paley theorizes that it would have taken a lot to catch the attention of the Roman government for the purpose of protecting the Christians, and in the meantime the message of the Christians and their boldness in proclaiming it could have resulted in a lot of abuse.
